Nominees must reside, study, work in or provide services to the 28th Congressional District in the following areas: Alhambra, Altadena, Arcadia, Claremont, Glendora, La Cañada Flintridge, La Crescenta, Monterey Park, Monrovia, Pasadena, Rancho Cucamonga, Rosemead, San Gabriel, San Marino, Sierra Madre, South Pasadena, Temple City, Upland, and Wrightwood.
